2023 Capital Improvements Committee Strategic Plan and Recommendations Final Report

You are invited to review the strategic plan and recommendations for long and for short term capital improvements for the Kenmont Swim and Tennis Club. A link to the document is below. But first, let’s start with the back story around this effort and why it is important.


Back in the summer of 2022, the Board of Directors (BOD) approved the establishment of the Capital Improvements Committee (CIC), whose mission was to identify the short-term and long-term needs for capital improvements at Kenmont. The composition of the CIC included both Kenmont members and representatives of the BOD.


The CIC met at least twice per month from September 2022 to May 2023 to conduct an analysis of what capital improvements would be needed in five distinct areas (clubhouse, pool area, picnic area, tennis court and the parking area). Key sources of ideas for capital improvements came from the results of the 2022 Member Survey and from conversations with members. Recommendations for capital improvements in each area were placed in one of two timeframes (1 to 3 years or 4 to 7 years) for possible implementation.


The end product was the CIC’s Capital Improvements Strategic Plan and Recommendations. Its pur
pose is to be a guide for the BOD and members on the Club’s capital improvement needs now and in the future. In no way is it meant to be a barrier to considering changes in capital improvement priorities today or in the future. In reality, having the ability to respond to changing circumstances and the flexibility to reprioritize capital improvement projects would be critical for any organization.


The CIC presented its Capital Improvements Strategic Plan and Recommendations to the BOD in May 2023, and they were accepted. The BOD, in collaboration with the CIC, took immediate steps to start implementing several of the recommendations. Below are some examples:


  • One of the recommendations in the picnic area was to upgrade the playground equipment. This, in turn, led to a BOD decision to rethink how the playground is organized and what attractions are offered. Who would be the best source of expert information on this question? Our children, of course. Plans are underway to recruit children from Kenmont families to participate in focus groups with a trained facilitator to get that information.
  • The CIC recommended a “Lifeguard Break Area” be built and located poolside to give off-duty a place to relax and a view of both pools instead of the lifeguard office in the Clubhouse. The BOD approved the construction of what’s become known as the “Tiki Bar”, with high counter and chairs, which was completed in Spring 2023.
  • The CIC identified new fencing as major near-term priority. Estimates from contractors are now being collected to upgrade the fencing between the picnic area and pools, as well as in other areas of Kenmont.
  • The BOD decided to add higher capacity fans to the CIC’s recommendation to increase the lighting in the Clubhouse with the goal of making this space a more attractive place to meet or simply relax, especially in the evening hours, and to create a cooler space during hot summer months. Efforts are currently underway to implement these improvements.
  • The CIC urged expanding tennis and pickleball programs to increase use of the tennis courts. The BOD approved repairs to the courts and refreshing tennis court lines and adding pickleball court lines. BOD members and Kenmont members organized tennis and pickleball lessons and events, to an enthusiastic response from the members.


We urge you to review the strategic plan for capital improvements and its recommendations. Please remember, all capital improvements are paid for through the capital improvement fund, which is funded by members through the annual capital improvements fee. You have a stake in ensuring Kenmont remains your local go to place for summer fun with friends and family now and in the future.
